To be fair, Phil Steele has Ohio at #31 in his rankings when everything is thrown together such as schedule, starters coming back, coaching, etc.

Presnapread has a similar view:
The Bobcats wouldn’t beat Florida. Nor Missouri, Oklahoma State, California or Auburn. Perhaps not even N.C. State, though it would be close; likewise with Nevada, Mississippi State and Houston.
Note that he says they would not beat team he ranked 34, 44, 32, 38, and 40, and that probably not beat team he ranked 36, 43, 31, and 30. Thus, while he has them ranked at 26, from a true "power" perspective they may only belong at #50 of so.
I would agree with that completely. As I said, I think they will be a few points better than last year. Realistically that's enough to move them up from #76 or so to #50 or so. From a "power" perspective, I can't see them being good enough to really be top 25. On the other hand, there is no team on the schedule that they could not beat, and most teams on the schedule they should beat, and will beat. If they do manage to win 12, they will be pushing the top 25, whether or not they really have the "power" to belong there. If they do happen to get that far, then at bowl time they will get a chance to prove whether they really belong.
It's too early to worry about that yet. For now it's just a "dream season", and they have to start by winning one game at a time.
