Casper, I have no idea what is going on in the area of QB recruiting. The recruiting page is Ted's database, which may or may not match the University's data. The fact that a name is on Ted's recruiting page indicates that the coaches were looking at them at one point. Some they decided to make offers to, others they decided not to. If they don't have offers yet, I think we can rule them out. I don't think anyone here wants them to go after someone they don't think can do the job just so that they can add a body to the class.
The recruiting services are also not very helpful in answering your question. For example, here's what the recruiting services know about quarterbacks with offers from Ohio:

Rivals is the only one that shows a QB with an offer from Ohio who has not given a verbal elsewhere. That guy is Isaac Stiebling of Fort Wayne, Indiana. He also has an offer from Ball State. I don't believe that Ohio has lost a recruiting battle to Ball State this year:

1. They think they have enough quarterbacks, and don't have to have one this year
2. They have a hidden verbal from a quarterback they are impressed with, but they don't want the world to know, so they are keeping him under wraps
3. They didn't get the quarterbacks they wanted (or if they don't get Stiebling), so they plan to go the Junior College route, in which case we probably won't hear about it until signing day. That was the case with both Boo and T3.
I seriously doubt that it is #1, but I have no way of knowing whether #2 or #3 is more likely, nor how strong their interest is in Steibling. It may be a case where we get a signing day surprise, or we can hope it is.
