Of course talent is a factor, but remember, Dixon's coaching credentials extend far beyond Ohio. He was the receivers coach at Florida under Steve Spurrier and Ron Zook, and put many receivers into the NFL. From his Bio:

Of course he had more talent to work with at Florida than Ohio, but even working with the talent from Ohio he has had two receivers drafted, and others, including McCrae and Goulet, that signed free agent contracts. To be fair, compare that track record with any other receiver's coach working with primarily 2-star receivers and I think it's clear that his coaching gets the maximum out of these players.
