MH, that is not a list of the guys on scholarship at all, but probably the spring roster. I do have to admit that I find it somewhat amusing that anyone is so arrogant that they think that the laws of mathematics don't apply to them, but whatever. Obviously if you collect 129 signed letters of intent in a five year period, and have a maximum of 85 of them on scholarship, then a minimum of 44 have to have some reason they are not on the roster. As I explained previously, the reasons can be failure to qualify, having used up their eligibility, quitting due to injuries, transferring, or having their scholarship removed for various reasons including legal issues, grades, etc.
In any case comparing the signed letters of intent with the roster, the following people who signed letters of intent are not on the roster:

Considering how bad Temple was back in 2007, it is quite possible that many of those from 2007 played as true freshmen and have used up their eligibility. I'm sure that some of those in the 2008 and 2009 classes may have been Jucos who have also used up their eligibility. On the whole, though, it is quite apparent that the explanation you gave above is very accurate - Temple is clearing taking a very large number of marginal qualifiers who end up failing to qualify. Note that Ohio takes a couple of those each year, and some end up qualifying, and a few don't, but the numbers they take are far smaller than Temple.
I apologize for the delay in getting time to do this, but, in fact, I do have a life. As you can see, though, the laws of mathematics do still hold true, and the actual number as expected is larger than the minimum of 44. It's possible that I made an error, especially since the link was to a roster, not a list of people on scholarship, but with whatever mistakes fixed, the numbers still has to be a minimum of 44.
