Just curious, but that conference proposal leaves out a few teams, like SMU, Houston, and San Diego State....
I think that a big CUSA would be a good conference, and in this case, the bigger the better. I like the idea of 24 teams. Then you can split the conference into four sub-divisions. Each team would play 7 games in their own division, and then 2 games with teams from other divisions, and 3 non-conference games. Then petition the NCAA for a 2-game playoff at the end. Cherry picking teams from Sunbelt, Mountain West, WAC, CUSA, and MAC, I end up with this:
South
Southern Miss, UAB,
Tulane, Troy, Ark State, LA Monroe, Fla Int, Louisiana Tech
East
Marshall, East Carolina, Temple, Buffalo, Akron, N. Ill, Miami, BG, Toledo, Ohio
Texas

Wyoming, UNLV, New Mexico, Idaho, Fresno State, Nevada, Hawaii, San Diego State
Note that the East Division above has 10 teams, so you have to leave 2 out. Which 2? Let's hope Ohio wouldn't be one of them. Travel in this kind of a conference is going to be much lower than most of these teams have now. Also, because these four divisions are linked, you have the chance for much greater interest across a broad part of the US. Right now people in the west probably pay little or no attention to MAC results, and people the the MAC area play little attention to Mountain West results, but that would change if the conferences were united.
