Terrible idea. The Homecoming parade always belongs on Court St. This is a childish solution to something that is not even a problem. If they want to stop underage consumption that weekend, go to the Greek houses that morning, not Court St.
Here's my take on the whole thing. You have some new members of council one of whom lives in an "if only the world was as wonderful as I am environment" who would want to call a parent meeting to institute no running on the playground because their kid got accidentally knocked down by another preschooler. Combine that with another member who wants to take the flouride out of the city water supply and you get an idea of what we're dealing with on the current council and administration.
For the past three years, we've gathered at a friend's house on Ohio Avenue for breakfast and then walked the parade route from the beginning to Baker Center with the 110. Yes, the sidewalks are crowded and yes there has been lots of drinking. Are there people in the street? Absolutely but believe it or not, many of them are small children and their parents scrambling for the candy that so may parade units are throwing into the crowd.
Here is a simple way to address many of these problems. One, put up snow fencing or some sort of buffer between the spectators and Court Street from Carpenter Street to Union Street. Two, stop passing out candy which will in turn keep the small kids and their parents out of the street. In the past few years, I've seen more than one little one almost get run over by a car and stepped on by a horse. And three, just like has happened for Halloween, develop and deliver educational programs that address appropriate and inappropriate behavior along the parade route. This is an educational institution. Hiding the liquor in a new cabinet which moving the parade route is an attempt to do, doesn't address the real issue.
