From what I read, does the decision need to be mutually agreed to?
No, if the parties mutually agree to cancel, then the contract is null and void--it's as though it never existed. But if we have an act of God or natural disaster, then there's still a contract, but a team's failure to show is excused and there is no liability as a result.

Trying to move the game to any other location at this late a date presents a number of logistical issues.

One of the biggest is travel arrangements,for both teams.

Even if you move to a location outside the direct path of the storm,its effects are going to cause all kinds of havoc with flights,charter or commercial.

You also need to figure out how you're going to get everything and everyone from Va. to the new location.

Assuming they can get their flight out,O.U.has to be able to get their people and equipment to the alternate location too.

If the above can be worked out,you have to address "comparable" seating and refunds for Va. fans who can't make the trip to an alternate location.

That's for moving the game "close" to Va.
Trying to move to Athens is as bad,including could Va. even be able to fly out there.

There's precedent for moving a game for a hurricane. I went to the LSU vs. Arizona State game in 2005 that was relocated as a result of Hurricane Katrina. It was supposed to be at LSU, then was moved to Tempe. Now, if I'm not mistaken, this was a home/home series that just got flipped as a result. We are not in such a situation.

If two of America's oldest institutions of higher learning cannot figure out how to move a mediocre MAC-Bottom Tier ACC game with 5 days notice to another fully operational facility then I fear for the future of our republic.

It is possible that a number of teams will only have 11 games this year. Teams that are 5-6 may be very eager to schedule an extra game for December 1. Teams that could use an extra payday be be eager to play as well. Note that they do not have to play the same team they were originally scheduled to play, either. For example, you could see Akron at UVA on December 1.

The latest prediction from the NHS has Flo slowing down after landfall and veering farther west and south than before. The previous forecast had the center as a tropical depression on the VA-NC border almost due south of Charlottesville at 2 pm Saturday. The latest has it as a tropical storm southeast of Raleigh at 8 a.m. Saturday and a tropical depression southwest of Raleigh at 8 a.m. Sunday. It can still funnel a lot of rain up that way but maybe not as intense.

I have purchased every imaginable storm prep item in Richmond as Insurance to lesson the impact. Have connected tubing off the downspouts from our large ranch house that dump out next to a really old and big oak tree so I can run water to the back of the property and out to the front street.

I remember we got power back about the tenth day after Isabelle and our friend Ed who was still without powwer was dropping his daughter off at our place since they were still out of power. My wife told Ed they were welcome to come over if they needed to shower. He pulled out his packed travel pack. We told the story to his wife and she said I knew there was an ulterior motive when he suggested dropping their daughter off.

Not following why this wouldn't move to Athens instead? Is it due to seating capacity? It can't be due to distance. According to the article, Nashville is 550 miles from Charlottesville, while Athens is only 335 miles.

Having it in Athens would make it best case scenario for a small group of impacted people: Ohio University fans. So they still pay us $600,000 k to play us at our place where their gate will never equal out. I would not want that if I were them.
