UMass is a different situation because they are largely the public system for Massachusetts so a loss in numbers for them is purely a loss of numbers.

For Ohio the percentage of funding each school receives is based on in-state Full Time Equivalents (FTEs) so the relative FTE enrollment to what the other state universities are taking in is more important. OU then could move to a freshman class of 3,000 but if everyone else is taking in 1,500 they gain a relatively larger portion of the budget. The marginal state universities and community colleges are the most at risk.

Hocking College dropped from 5,908 students to 2,305 from 2011 to 2021.

Wonder if Ohio's population will grow as people flee global warming. And if so, that may take care of a lot of these worries.

Do not know how soon you will see the bounce, but yes, that is happening in the Midwest. Intel and Honda ain't going to hurt either.
