There are also "Ghost Tours" in places like Gettysburg, Savannah, and Charleston, SC. Though they are not quite like state-run lotteries, which are in essence taxes on ignorance, they do take advantage of the gullibleness of people.

**I've been on a ghost tour in Charleston. Most of the tour was about the history and buildings making up the lore, not dedicated to trying to convince you there are actual ghosts wandering the streets of Charleston...I mean other than Bill Murray after the Cubs lose in the NLCS.
