The way I look at it is this. First of all, there are students with grade issues, and those without. For the ones with grade issues or ACT test issues, even signing doesn't matter, as even then many will not be eligible. I would agree with you that these numbers are high, more than one a year. QB's rarely have grade issues, though, so I don't expect that will be an issue.
Moving on to the players without grade issues, Ohio issues about 6x as many offers as they have positions. If you assume even odds, then someone who gets an offer is about a 16% chance to end up at Ohio. Among those that verbal, there seems to be about a 95-98% chance they end up at Ohio. It's never a done deal until they sign, but the odds improve substantially when they verbal.
Even when they sign, is it a done deal? Some who are eligible won't show (Spencer Farley). Even among those that show up, some will get homesick, and leave (Brian Mellot, Matt Donahue, James Davis). Others will get hurt, and their career will end. Still others will turn out as a disappointment. Where do you draw the line? In the end there really isn't anything to "celebrate" until the games are played and won. The main point of the recruiting discussion, in my opinion, is to give us something to talk about in the off-season, and something to look forward to in years ahead.
