I know that many sports like track split scholarships so offered so that 18 college scholarship are split among maybe 25 or 30 team members. This is also common in Division 1-AA or whatever they call that now.
In this situation, it appeared that it was one scholarship for one player and the other 40% would not be given to another player. The funding factors in diversity standards set by the government and this recruit is not considered a minority student based on race and hometown. As a result, the full scholarship would only fund 60% of the tuition. Possibly if the scholarship covers full room and board then the total value might be something above 60%, but less than 100%.
I want to be clear that I am not sure about this and am only conveying the conversation as presented to me.
There are no partial athletic scholarships for FBS Football. Football, Basketball, Volleyball, and a couple other sports are head count sports. Only full scholarships allowed.
FCS football, baseball, soccer, and some other sports are equivalency sports where percentages are allowed.
