IMO, horrible idea! The ability of a MAC school to nail 35 quality recruits is very slim, next year you limit yourself to 15 which would be less than ideal. But more importantly, allowing the big boys to take larger classes, then have their kids that will Grey Shirt (not count against a class) would keep kids that are trickling down the food chain. There is a reason this rule was put in to begin with.

Can somebody clarify something? Does this change the number of overall scholarships, or just the amount that can be given out yearly? If more are given out yearly, does that mean it's likely that more P5 schools will revoke scholarships of players? Could this help G5 schools by recruiting under the mission that bigger schools are recruiting more players to go in front of you, so you should come to our school where you'll face less competition for starting time?

When you are trying to fix a specific problem, you need to make sure that the fix is no more broad than is necessary for that one, specific situation, or you are going to have people misuse it. How about this: The limit is always 25, but, if you have a first year head coach, AND the number of existing scholarship players on the day the coach takes over is less than 45, AND the reason for the low scholarship number is not due to sanctions, THEN the school can give up to 30 scholarships for that one year only, HOWEVER, to the extent that they exceed 25, their maximum the following year will be reduced below 25 such that they still can not give more than 50 in two years.

I support things like that, however you see more defections after the naming of a new coach then you do when another coach leaves.
