I have noticed this in the Youngstown/Mahoning Valley area recently. Fewer Division 1 prospects and only a few playoff caliber teams this season. This area is historically rich in prospects and coaches. I think it is aging population, and fewer students going out for football due to injury concerns.
The Valley is not what it once was, in many different respects. Columbus is the nations 13th largest city and the suburban schools are becoming dominate. Not to mention Columbus has the strongest economy of Ohio's Big 3 cities.
