There are seats and then we have "premium" seats. In new stadium construction the rule of thumb is for 25% of those seats built in a stadium to be premium seats. Fifty percent of stadium revenue is generated by premium seats according to this study.

With the addition of more chaiback seats between the 40's upon review it has reduced the amount of numbered seats down to 20,140. 15.6% of these seats are premium. Counting goal line and other premium non-permanent sections brings it to 20,420 and 16.7%

I can remember a rumor when Sook was under development of installing another 2500 seats in Peden. If those seats are chairbacks for example on Victory Hill that would bring the numbered seats to 22,640 and the percentage of premium seats inside the stadium to 24.9%, almost 25% premium seats on the nose. Then with a renovated student section that was more spacious and a larger hill for more standing room only capacity I can see where Peden could list for 32,000 judging on how its listing for 27,000 in the media guide.
Crowd capacity for West Virginia was 26,740/20,420 for 131% capacity. Ohio could have sold more seats and at a more reasonable price point $50-75 if it had some in the endzone. The sellout for WVU priced some Ohio fans out from what I observed. I thought the intent was never to charge Big Ten pricing in Peden but keep it family affordable.
