Maybe the league is taking a page from the White House book and leaving it up to the teams (with the option to criticize them, of course).

i’m not sure it’s a league decision (ultimately). they can provide suggestions but each city/state may well have different rules for their stadiums ( e.g. giants will have different guidelines than the colts).

How do you deal with restrooms and beer stands when you only have a 12 minute half time ?

Same thing,after the game,have fans exit 1 row at a time.
