I presume that means the 85 limit will get bumped to 120 for 4-5 years, until the recruiting class of 2020 and the recruiting class of 2021 both use up their eligibility together? That's going to burden the schools with extra expense for years to come, even as revenues have dried up.
I’m pretty sure, based on what I’ve heard/read, that the schools aren’t required to take on extra Scholarships, or keep on scholarships who would otherwise have exhausted their eligibility. I think this give them the option to keep them on, but not the requirement (other than not being allowed to cut folks for opting out...you can find another reason to cut them, but it can’t be for opting out).
Some schools (eg Bama, OSU) will stretch this as far as they can for as long as they can, and carry 120+ for 8 years somehow (I’m probably exaggerating), but some others (Ohio, Rutgers, Kansas) will go over 85 for 1 year, if then
