Unless I'm reading the new rules wrong, it doesn't seem like Cuomo got rid of the 14 day quarantine period. Instead, it looks like the mandatory testing gives people the ability to test out of the quarantine period. Have you seen something different?
And yes, all of this is difficult to enforce, especially since people in personal vehicles are on the honor system.
Ultimately, I think providing guidelines for what safe, responsible travel looks like is important, and don't see a ton of harm in implementing this. You enforce where you can (commercial travel) and hope citizens take their responsibility as a citizen seriously otherwise.
From an enforcement standpoint, that doesn't strike me as wildly different than how we enforce a ton of other laws & regulations. There's not really anybody out there enforcing laws against littering, but they still exist, and many people choose to adhere to them despite the very low likelihood that they face any legal consequences from littering.
Cuomo dumped the State Quarantine List completely.
The new regulations require anyone entering NY state,except from an adjoining state,to quarantine for 3 days before they travel,then they must test negative for covid.
4 days after they get to NY they have to be retested.
They test negative,they're good to go.
If they don't get retested,they are supposed to self quarantine for 14 days.
As I posted,its unenforceable.
Cuomo also had to exempt adjoining states because, in his own words,"there is too much daily travel to regulate".
So,the majority of people going into and out of NY every day are exempt.
