I would find it interesting if there was a way to determine, for the teams on our schedule for 2021, the number of players that were starters last year, that are returning under the NCAA rules due to Covid.
Would the Bobcats have any advantage over our competition due to this rule?

Bill Connelly (formerly of SBNation, currently at ESPN) published his "returning production" numbers a few days ago (the image containing the ranking and %-Returning production table is available on his twitter).

It is not exactly what you were looking for, as it tries to factor in each player's relative contribution rather than just looking at starters. The 'cats have 80% of their production returning, which is the 52nd most in the country. (More than 70 teams return >70% of their production). Anybody who is thinkg "ahh, we've got an advantage this year, because of all our returning players" might be in for disappointment
