There are 83 teams that are bowl eligible and with only 41 games on the schedule one team would've been left out. So in stepped ESPN and the Football Oversight Committee, at the request of CUSA, the MAC and the MWC, to schedule a one-time bowl between a 6-6 team and 6-7 Hawaii. Hawaii was first alternate over 5-7 teams because it had played 13 regular season games. No word on where or when it'll be held. The San Fran bowl people announced earlier this season that they wouldn't have a game this bowl season.
