What is the best way to eradicate those pesky owls hailing from a certain rust bucket city? Their incessant hooting has become problematic.

Straight fom AAAnimal Control's website:

If you have a general problem with an owl, and need to get rid of it, I'm afraid that there's really nothing you can do. Owls, like most birds, are protected by the federal migratory bird protection act.
As with any nuisance bird, you can eliminate roosting areas, but you can't hurt the bird itself
.

I'm sure they'll be gone after the game just as quick as they were last year.
