They over-report every other year to meet the attendance requirement. If they inflated last year then you'll see honest numbers this year. I'm pretty sure that's been their trend but not one hundred percent sure.
That's what I understood, too, so I looked at box scores for the easily accessible past handful of years. Here are their recent average home attendances:
2010: 15,879
2009: 5,016
2008: 18,951
2007: 6,810
2006: 15,434
2005: 5,219
The 2009 season saw them report home attendances of 2,401 against Kent State and 1,535 against Ball State. Both games were Saturday afternoon games in October.
Bear in mind, you have to meet the 15,000 minimum at least every other year. Hmmm...
(I've heard what they do is sell Pepsi a crap ton of tickets in lieu of other sponsorship monies, pouring rights and the like... don't recall the source on that). Also, it is worth noting that in even-numbered years, they get easy road trips with good fan bases in Toledo and CMU at home. Doesn't begin to explain the fluctuation, but perhaps helps them have to sell fewer phantom tickets.
