No idea on that one. Before my time. Miami games every once in a while on ONN makes me think perhaps this isn't an issue? Not sure.

We used to have a deal with GTN in Columbus before they got bought out.

I like te idea of a student run broadcast offered out for free. I'd watch it.

Could do that on WOUB and all of its satellites.  That's a pretty good footprint.

WOUB only has one "satellite" TV station (WOUC - Cambridge), but you're right, it is a good sized footprint.
