Did the Norfolk state game count? I know some fcs schools count toward bowl wins but is Norfolk state one of them?

Yes Norfolk State counts. You can only count one win over an FCS team, which is why you rarely see 2 FCS teams on the schedule.

Therefore we could potentially be the first team to become bowl eligible. The other team that could thwart that, beyond buffalo, is Northwestern who also is 5-0 and plays at noon.
