Bill Hess. If the 0 and ten season is set aside, his record is driven by the 1960 Small College Championship and the 1968 MAC championship. Seems adequate to require consideration for him.

Nominate Grobe. He took over a program that had won but 17 games during the previous 10 seasons and remarkably quickly resurrected it to competitiveness.
