In my opinion, that's a clean hit. I suppose the only "safe" thing to do is for the tackler to go low. What may result in an increase in lower-body injuries: knees, ankles.
Going low I once broke another players leg. It is a rough game.
To show how crazy our society has become.
A friend of mine's son played football for an FCS school.
Tackled a guy,clean hit,but broke his leg.
The injured kid's parents sued the school and him.
The school had no liability,doesn't seem possible,but they didn't, so they went after the kid's parent's home owner's insurance.
Took years to get it resolved and the injured kid got a settlement.
