Some SoCalies want to start a developmental league for the NFL that would play in July and August. This would be targeted at 18-22 year olds who don't have the grades for college or who just don't want to go to college. http://www.usatoday.com/story/sports/nfl/2017/01/11/pacif... /

The article asks whether this would skim some cream players. It might, but I see this hurting the JUCO pipeline more than skimming top talent. Talented players wind up in JUCOs to raise their grades so they can get to 1A and maybe impress some scouts. A developmental league might be a better alternative for such players.

I thought Akron and Marshall is where 18-22 year olds who couldn't get into college went to play football.
