Because he is five years removed from high school, he was available to sign as a free agent. He was eligible to be drafted by any team last year.

I've seen this happen before. A guy named Keith Neubert was a not-especially good basketball player for 4 years at Nebraska, then spent his Senior year at TE, before playing for the Jets from 1988-1990 and the Eagles in 1992-3.
