According to Brett McMurphy of the Orlando Sentinel, the NCAA Competition Committee will recommend ending the moratorium on new bowl games after 2019 and allow up three more for 2020: https://www.facebook.com/TheBrettMcMurphy/posts/196203137...

Chicago and Myrtle Beach are "near locks" for new bowls. The Chicago bowl will be the B10 and the ACC, with the B10 ending its affiliation with the San Francisco Bowl. Myrtle Beach would likely involve CUSA, MAC and Sun Belt. If it's Sun Belt, they may cut ties with one of its other bowls, including the one in Mobile.

The Committee also recommended limiting the primarily bowl affiliations for each conference to:

ACC: 10 (not including ACC’s Orange Bowl bid)
SEC: 10 (not including SEC’s Sugar Bowl bid)
B10: 8 (not including Big Ten’s Rose Bowl bid)
Pac-12: 7 (not including Pac-12’s Rose Bowl bid)
B12: 6 (not including Big 12’s Sugar Bowl bid)
American: 7
CUSA: 7
MAC: 6
Mountain West: 6
Sun Belt: 5

That's 81 affiliations for possibly 84 bowl slots. BYU and Army can still cut their own deals while the other indies will need to hope for an at-large bid, should they get bowl eligible (except ND, which still has its ACC tie-in).

Interestingly, this comes on the heels of last week's vote by PAC-12 ADs to not allow any of its teams with a losing record to go to a bowl. They get an extra bowl affiliation under this recommendation.
