Anyone know if it is true that nobody can sign an NLI right now until April 12, 2017? Saw that online somewhere but can remember the site.

Well it wouldn't make sense to have a signing "date" if you could sign before that date, now would it.

Well it wouldn't make sense to have a signing "date" if you could sign before that date, now would it.
It is not explained well anywhere I've seen charts and calendars and etc. But, not with any explanation of what it all means.
