This morning on Jeff Goodman's twitter feed he said he spoke to the NCAA yesterday and was told that 70% of transfer waivers were for "run-offs". Hence the high number of instant eligibility waivers approved. Carter is a grad transfer so this doesn't apply to him, but I'm assuming that Ohio didn't support Kirk as being a run-off.
