It is designed to get them an at-large bid when they have 2-3 deserving teams. It wasn't successful last year if I recall.

This is the first conference to my knowledge. This is their second year. The hope was to create opportunities for Q1 and Q2 wins for good teams in the conference. In theory, it's a solid idea.
I'll say this, I think it's a better idea than moving the day of games for TV.
