Well, JSF, I do think that that's the assumption, and many others who have studied the situation agree, although some don't. However, I would concur with you that originally Title IX was a good thing and that it has brought about great improvements in the quality and quantity of athletics available to women. That's a very good thing! However, as it now stands it is starting to become a bureaucratic mess that is doing more to prohibit men from participating than enhancing the opportunity for women to participate. Title IX needs to be "sunsetted." It's done its work. It did it well, but there's really no need to continue it in perpetuity, except to pay the bureaucrats in Washington and on every campus who enforce it. Once established, even after they have accomplished their mission, bureaucracies die hard. It's the way of government, and the internal workings of big corporations as well. When big corporations become too bloated, they usually cease to be profitable and they go under, are bought out, or flounder in some way. In the case of government bureaucracy it's the duty of us citizens to insist that the no-longer needed are eliminated and that those resources are re-directed to more current and salient needs.

Another question: Will this actually change the behavior of, say, an Eastern Michigan, schools that clearly don't have much interest in improving? And would we rather have a couple schools make that choice, leaving more money for us?
