How are you defining success? Wins & Losses?
I am far from an expert on this, but my mental model for this is that market size is relevant for TV deals and basically conferences have been trying to amass as many eyeballs as possible.
It's why San Diego State moves up despite mediocre on field/court results. It's explains basically every team in the American conference, a whole bunch of them are new to the conference (Wichita State, Tulsa, South Florida). It's why the Atlantic 10 added schools from Richmond, DC, and Chicago.
To have any upward mobility you need to either be in a major market or in a mid-size city and have it to yourself. And financially, you basically immediately benefit because you get more TV money. Unfortunately, Ohio is just never going to be all that attractive for that reason.
