Cooper may only be 25th on this list, but he's 19th on Chad Ford's PG list for the NBA draft: http://insider.espn.go.com/nba/draft/results/position/_/id/1/year/2013

FYI, Zeke Marshall not among the 26 Centers listed via Chad Ford.

That Mark Lyons is named a better PG than DJ Cooper says a lot about the big conference bias being shown here.  He's been the two at X for the previous three seasons.

Edit:  I'm not sure big conference bias is even the right way to say it.  There's just no way I could be convinced that he's better than a number of guys at the 1 that he's listed ahead of, including DJ.
