Seems like a better way to handle the conference tournament would have been to make Southern the automatic last seed in the SWAC tournament and have them forfeit the first round game against their would-be opponent. Or another way would be to have Southern keep their seed, no matter what it was, but still forfeit what would have been their first game played in the SWAC tournament. Isn't that what the MAC did with Toledo two years ago?

In effect, yes. The MAC just didn't have Toledo included in the mix for seeding, leaving only 11 seeds that year. Five teams had byes to the second round, and the 6 through 11 seeds played the first round at three campus sites. That left eight teams playing at Cleveland. It's sort of what the CAA did to Richmond the year they announced they were moving to the A10.
