Interestingly, the Wizards drafted Iowa's Aaron White in the 2nd round and apparently he's already saying that he wants to play overseas instead of the NBA.
This happens all the time. In fact, many teams will only select a guy in the second round if he's expressed a willingness to play overseas. It allows them to control his rights without having to commit to a contract/cap space.
That is only for non-American players. You can't draft an American and stash him oversees.
Yes, you can. Teams can maintain the draft rights for three years. Jon Diebler was drafted by Portland, played in Greece, and then his rights were traded to Houston. He never ended up making it to the NBA, though, and is a free agent. An example of a guy who did eventually play in the NBA is Kyle Singler. He was picked by the Pistons in the second round, spent two years in Europe and then played for Detroit.
It is true that foreign players sometimes are picked in the second round because they still are under contract with a European team and actually won't be available to play in the NBA for a year or two.
