According to the "Sports Ticker" in today's (7/20) The Record,the NCAA has announced that the top overall seed in the tournament will be able to pick its location to play the First Round,Second Round and Regional games.

I wonder how much time the committee will give them to decide ?

Saw a blurb about this too, although I didn't think it was official yet. They are also discussing changing the criteria for getting into the tournament. That sounds to me like they are going to pander more to the big schools to get them in.

After I read the "Sports Ticker" I Googled it.
From everything I read,it seems to be official.

Just my opinion more than anything. A hunch, that given the landscape of college athletics, they want to keep more in the big pocket and less for the little guys.
