Disclaimer: I am NOT a Vols fan. I can't stand them. I pull against them in every sport.

This guy just announced he is going to bounce. The guy can hit a bunch of 3's when he heats up. From well behind the 3 line too. It would be prudent to take a run at him if there is an open schollie.

He was a 3-star out of h.s. and also had offers from:
Alabama
Cincinnati
Houston
Ole Miss
Texas A&M
UCF
WKU
Wichita State

I may be looking at the wrong guy. Philips?

Looks like he was 17/47 from 3. 36%. Dartis is top 100 for comparison. 82-187 .439 which puts him 78th Philips is 38/104 career. UNless he is a defensive stopper with a great handle I am not sure where you see him fitting.

78% from the FT line though...that is good for 354th in the NCAA.

DId he have a much better showing in HS? What is the backstory that makes him a good piece to add to current roster? Interesting to look at...trying to figure the need. Slasher? Defender? Combo?

Led the Vols in assists seven times and led the team in steals eight times even though he didn't play a zillion minutes.

Also seemed to step it up against better competition:

Scored a team-high 16 points--shooting 5-for-9 overall, 3-for-4 from 3-point range and 3-for-3 from the free-throw line--during Tennessee's loss to No. 16 Wisconsin.

Recorded his best performance as a Vol against No. 21 Texas A&M (1/9/16), finishing with a then-season-best 15 points in 18 minutes of action.

I have no idea what type of school or basketball program he's looking for that wasn't what he had in Knoxville, but do you think if he was the long term replacement for let's say, Culver... would that be a net plus or minus?

I'm pretty sure I read somewhere a few weeks ago that Saul was holding one out in case Campbell gets an additional year (and that the actually wants to come back if he does).
